Our Company

Caprock HealthPlans, Inc. is a Lubbock, Texas, based Third Party Administrator formed in June of 2000 and operates with a Certificate of Authority issued by the Texas Department of Insurance. We provide turnkey health plan administration services to businesses and governmental entities electing to self-insure their employer sponsored healthcare benefit plan.

Caprock was birthed with a vision to improve the quality of life for the customers, employees and families it serves by providing access to quality, affordable health care in a no nonsense environment where customer service is more that a trite slogan.

Our Experience

The key to our success is our ability to provide superior service relating to core health plan management in a fully automated yet "high touch" environment where every individual is treated with honor and respect. Our management team has been working together since 1993 and has over 60 years of combined experience in providing these services for tens of thousands of plan participants.

David M. Adams, President

David serves as President of Caprock and its affiliates. He has a broad background and experience in the healthcare services industry including experience leading companies who provide plan administrative services, care management, EDI and data management, provider networks, reinsurance and wellness programs. David is well versed in creating cost effective strategies to serve the broker community and self funded employers. Prior to acquiring a majority interest of Caprock in 2009, David was the CEO and President of a large multidisciplinary health services organization serving over 2M members. David holds a Masters of Sports Medicine degree from Texas Tech University and is active in several industry organizations.

Liz Franco, Executive Vice President

Liz interacts closely with carriers, clients, and brokers. She is responsible for all underwriting, stop loss reinsurance relations, and policy administration for Caprock HealthPlans. She has over thirty years of experience dealing with employee benefits, and twenty of those years have been spent in the Third Party Administration industry.

Thaxter Price Sr., Vice President of Operations and Corporate CFO

With more than 15 years experience managing employer benefit programs and TPA operation, Thaxter manages all aspects of plan administration for Caprock HealthPlans, including claims adjudication, billing & eligibility, plan documents, member services, reinsurance and reporting. A CPA, Thaxterâ€™s background in process and workflow efficiency provides Caprock with proven expertise in the development and implementation of leading edge administrative practices.

Russell Bland, Vice President of Business Development

Russell is responsible for Business Development and Product Development. Well equipped to speak to all issues of employee benefits, Russell also consults with employer groups for claims administration services and stop loss coverage for those electing to self-insure benefits such as group health, workers compensation, and occupational injury plans. He has earned a reputation for expertise in the area of alternative funding arrangements due to his ability to structure comprehensive benefits for the employee along with limited liability for the employer by utilizing proven risk management techniques. Russell began his insurance career in 1981.

Danny Koch, Vice President of Marketing

Danny has cross over duties and responsibility for marketing both Caprock HealthPlans and Caprock General Agency services. He has strong agent/broker relationships developed through his 32 plus years in the industry. Danny has experience in the development of wholesale distribution of fully insured products and coordinates both self funded and fully insured product delivery to the market. Additionally, he is a political and community activist who facilitates several regional business and political groups with the goal of bringing together civic, political and business leaders for the purpose of creating synergies for growth and problem solving.

Marcelo Aguilar, Assistant Vice President of Operations

Marcelo oversees a variety of day to day operations including COBRA and HIPAA administration, production of plan documents and amendments and coordination of prescription drug card vendors. He has been working in the TPA business since 1995 and maintains an excellent knowledge of the various software applications utilized by the company. Marcelo also maintains responsibility for managing Caprock online services.

Judy Townsend, Account Management Services

Judy works closely with TPA operations to insure a high level of customer satisfaction among the clients of Caprock HealthPlans. She has over 18 years of TPA and insurance background and has worked in numerous departments of the company including billing, eligibility, licensing, and new group enrollment.

A.R. Franco, Controller

A.R. is responsible for maintaining all accounts receivable and accounts payable operations for Caprock HealthPlans. He has thirty years of experience in business management and cost control. A.R. oversees premium collection and disbursement, processing agent commissions, Form 5500 maintenance and reporting, payroll, and procurement.

Ken Cook, Regional Vice President of Sales

Ken has over 22 years of marketing and sales management experience in the health insurance industry having held management positions with major insurance companies and third party administrators. Prior to joining Caprock he was Manager of TPA Services for a large provider based plan.
